No. The dealer PWA is accessed via QR code in the tablet browser. iPad, Android, doesn't matter. No store, no admin rights.
What happens if the TD's PC crashes mid-tournament?+
Signed snapshot every 30 seconds. Restart, load the last snapshot, resume to the exact second. Phones reconnect automatically.
